Unable to upload directories

I installed v2.4 a short time ago on my web server. It is configured to use FTP with TLS/SSL (Port 990 - Implicit), with data connection type PASV.

I can upload files to a directory on the web server, but if I attempt to upload or create a sub-directory I get an error. The new sub-directory is shown in the FTP client but I can neither open it or delete it. I then have to log onto the server and make changes manually with Windows Explorer.

What might be the cause of this problem?
