Yes, because Windows Explorer is not a professional FTP client, it doesn't support UTF8 encoding perfectly.
Anyway, you can try to check on the following option:
Domain > Settings > General Settings > Miscellaneous > Enable FTP command 'OPTS UTF8 ON'. If still no success, please use FTP client software instead of it, like Filezilla or our FTP Rush.
