Error "no permission" when generating weblink/upload link

1. Check whether enabled the option "Domain > Settings > General Settings > Data Transfer Limit > Enable file download link (Enable file request link)".
2. Check whether enabled the option "Domain > Users > Edit a user > General > Enable file download/request link".
3. Check whether exceeded the disk quota or transfer quota which defined under user or domain level.
