What section of settings does the server consider a quota for? ( user settings section - directory or subfolder?)

It is interesting to link a directory with quotas to a group, not to a user, but the ftp server does not allow you to do this...

Yes, disk quota is designed for the user level only (or download/upload quota for the entire domain), you can't specify the quota under the group level.
