Cannot enable FIPS 140-20 or disable TLS on Windows

I'm running the latest 5.1.0 on SBS 2011 (Windows 2008) and it isn't letting me disable TLS 1.0 or 1.1 or enable the FIPS compliant mode. After ticking those boxes, saving and restarting the service then they're unticked and the SFTP algorithms are back to their original states.

I've found the FIPS and disabling TLS1.0 in the settings.xml file and after changing this and a restart then those have been changed, but I cannot find where to change the disable tls 1.1 or where to change the SFTP algorithms

Please check whether exists .bakfile files under the folder "/Data", remove them if exist.
